The proposal for a League of Nations was the fourteenth of President Woodrow Wilson's 14 Points, which were presented at the Paris Peace Conference at the end of WWII. The League was designed to handle global diplomatic problems before they turned into wars and was the most controversial part of the final treaty. Critics in the United States Senate feared that it would require America to be involved in international conflicts. In the picture, the Senate is busting through the window with the constitution because it gave the senate power to declare war.

In an attempt to make the world safe for democracy, Wilson gave his 14 points as part of the Treaty of Versailles. The Treaty would create an alliance between the countries called the League of Nations. The allied nations did not agree with Wilson's ideas because they wanted Germany to pay spoils, not peace like he had suggested. In the end, Wilson was unable to produce world peace because although the allied countries agreed to sign the Treaty, the US did not because the League of Nations would give away Congress' power to declare war.
