The Treaty would create an alliance between the countries called the League of Nations. The allied nations did not agree with Wilson's ideas because they wanted Germany to pay spoils, not peace like he had suggested. In the end, Wilson was unable to produce world peace because although the allied countries agreed to sign the Treaty, the US did not because the League of Nations would give away Congress' power to declare war.
