the Petrograd Soviet has the power over the Duma where if the Duma wanted to do anything they had to check with the Petrograd Soviet. This is done to ruin the authority of the Duma and the authority of the Czar. When the Czar heard about this he QUIT.

So the Czar what does he do? If he was an effective leader he would put them on the wall and kill them all. However, instead he doesn’t do anything
