Respect rulings and enforcement of laws across states, but different gun rights etc…

States can’t discriminate against people not from the state, but instate college tuition

Gave slave owners right to recapture runaway slaves that fled to other states even if slavery was outlawed in that state

If you commit a crime in one state and flee to another, you can be forced back to that state by order of a Governor or some official. Extradition treaties with other countries.

• New states would be allowed

• No new states within jurisdiction of another without consent of state legislatures and Congress

• No new state formed by joining parts of two others without consent of state legislatures and Congress

• Congress shall have the power over all U.S. property and territory

States have a representative legislature, protect states from invasion or rebellion. Domestic disputes like Shays Rebellion

Amendment Procedure

1. Congress can propose an Amendment with 2/3 approval. 67/100 in Senate and 290/435 in the House

2. Or, 2/3 of state legislatures can call a Constitutional Convention to propose an amendment. 34/50

Congress proposes

1. ¾ of state legislatures agree, 38/50

2. ¾ of special state conventions

Supremacy Clause, debts, religion in the gov

Pay all debts from former government

• don’t want to beef with people

• people weren’t taking America seriously, need legitimacy

Constitution prevails over state constitutions

• judges bound by the Constitution

No religious tests for government officials

• federal employees take oath
