In China, the government is generally consensual because of the influence of the Communist Party. The Communist Party gives out most of the rules and decisions, and has a large rule over the Chinese citizens. There are only some cases of the government being conflictual when people living in rural places in China feel neglected and decide to rebel or revolt.
